This rating system DOES NOT work unless there's a way to separate it by skill brackets. People who are in the lower bracket whom have a higher rating than someone who is in a higher bracket does not make sense. If they were to play in a higher skill bracket, there rating would drop significantly.
He's probably referencing to past match history because unless that player got insanely good fast and elevated brackets, he's probably in the same bracket.
I actually agree with what way2high said, lets say your rating calculation is based on a variety of states excluding skill bracket;
Player 1 has 53% winrate, average of 4 KDA on all his heroes which include supports and carries. He's in normal bracket where the opposition is easier.
Player 2 has a 52.3% winrate, average of 3.5 KDA on all his heroes which include support and carries. He's in Very High bracket where the opposition is harder.
Wouldn't the rating system consider Player 1 to be a better player? Good stats are easier to achieve when the game is easier. We can't assume you'll go up in Brackets because you have better stats because I know people who have better stats than others but played in lower level games and are lousier. We don't know how volvo calculates match making afterall.
Well, if we want to test the correlation between Carry rating and winrate, we just need both data and use mathematical correlation test. But we don't have the data. That's the problem.
Here is an example for everyone to think about to illustrate why in-game stats should not be used for an overall rating system and why the difficulty of the games and wins/losses must be the dominant, if not the only consideration.
Which one do you think he is good at playing? Invoker has such great in-game stats!...dazzle seems like nothing special.
Or lets even consider how they compare to the average pub game stats!

Dazzle 60% above avg KDA, 2% above avg gpm, 10% above avg xpm
(also you can see what does this guy focus on? killing heroes...even with a support (dazzle) he goes for KDAs...that is why he is on the "wall of fame" Does killing heroes win games? sometimes yes, sometimes no...but WXE personal style is to win by getting kills, that is why he has such a high overall score. He is in every fight going for kills...this is a way to win games, but not the only way and certainly not the best measure of overall skill at dota)

WXE is actually very good at Dazzle and sucks at Invoker. If he is on your team and you want to win...you want him to pick Dazzle, not Invoker. But Invoker in-game stats are so much better!...this is because in-game stats are a terrible way to determine skill. If you could measure the difficulty of the games you could find that besides the dramatic winrate difference he picks invoker in easy games just to have fun because he is bad at it...and still fails. Meanwhile he picks Dazzle in difficult games and still succeeds because he is very good at dazzle. If you don't measure the difficulty of the games the in-game stats don't mean anything.

your second friend plays support heroes hence the difference in score. Skill brackets are irrelevant.

Skill brackets are relevant. I seen a player who only plays in normal skill bracket have a rating of >8 which is outrageous.

i would add that dazzle as support generaly sux except for some gimcky strats / trilanes and should not pick it if want win
As someone who's fucking awful, my 9,76 score sounds outrageously high.
