The reason people pick sharpnel is to zone people out mid, works really great in organized teams since you are allowed to bottlecrow but in pubs idiots will take your bottle, hide your shit, write "gg mid no gank 5 min in" .
It's not new meta, in fact "max your nukes first" - is very basic knowledge of the game. If it looks new for you, consider uninstall. =)
going 0 4 4 on sniper is pretty common.
but shrapnel is the most underrated skill in the game
48 dmg/s for 9 seconds, 33% of that damage to towers
in skirms you can max shrapnel first because you can play a bit closer to fights. In pubs people are idiots and the best they can be used for is a meat shield

Lets take two games for example:
When loda mid laned against H4nni in the XMG tournament, he wen 0/4/4. The range allowed him to do his work, and he didn't have to worry about losing int before level 6 to OD.
When Sniper offlanes or goes mid against a melee hero, such the CIS sniper against Newbee's DK mid, shrapnel was the more appropriate choice to max first.
Both are viable, but shrapnel has been ignored for a long time, so seeing it back in style is catching peoples attention. A big part of the current meta game for early-game is to be aggressive, zone enemies, and push towers. Shrapnel is good at those things.
I go 0/4/4. You can max it out if mid or if you want to push towers. I almost never sniper mid and don't usually care about pushing towers over farming.
I watched the replay match. the guy did 4 1 1 for mid sniper. bottle is the key for spam shapnel.
they pick naga specifically to protect sniper in teamfight, via naga ult.
sniper didn't buy any tanky item early to mid game.
I build 0-4-4 when I don't need to push very hard or if I'm against something like OD which will make it impossible to spam Shrapnel. I go 4-1-3 when playing against melee mids or want to push really hard.
it is good to remember shrapnel's range is absolutely insane and gives vision, and as a result in now synergies very well with sniper's ridiculously buffed attack range.

I placed about 50 wards in that game, bad GPM obviously because I didn't stole farm from carry.
And look at my total damage. It's not bad at all. Sniper doesn't need any items, if he just sits back and spams his ultimate (10 seconds cooldown btw), he doing OK job.

We all know how cruel can be early game for little Sniper. He can be countered and shut down. But who cares if they shut down support? And this support can eventually farm some items and transition into something more powerful in late-late game(I spent too much gold on wards, because ward bitch I am).

There's no fixed build to build the sniper, just go with what you feel works for the game and thats the build.

^Yes, if you want to spam Assassinate (375 mana every 10 seconds), you need decent mana regen just for that.
Everyone knows that as a sniper player you just sit back and pew pew them until they're low enough to finish with the ult

This is what carry sniper does, because he wants to secure kills for himself. I'm talking about support sniper here. Supports must let carry get the kills, support sniper must spam his ultimate whenever he has vision on enemy.

Acually max shrapnel works. Its pretty much standard in the russian scene.
