I feel like the only real problem is when you go Q/W Daystalk, you have to really go right near the target, pop orchid and C-Snap, and EMP right away. If you do it even from a slight distance, they might make it outside the EMP range.
In terms of teamfight, I don't find that much of a difference. When you have 7 Quas and you go Tor-EMP-Meteor-Blast you actually disable them with the blast at the end of the combo, so they won't run out of range even with the 2.9sec delay.
changes nothing... i do nuclear strike and i hit both emps most of the time
and even before you have aghs+refresher, you can just deafening blast, icewall, or cold snap and people are guaranteed to be hit by it

The timing on the new EMP actually changes things back to how it was last time....
-The fact that you are forced to EMP before Tornado-ing not knowing if it may or may not hit
-You lose the ability to position your EMP itself which may help
This nerf makes me sad :'(
