Apparently you have no understanding of how the item win rates are calculated. It's based off what items are in your inventory when the game ends. So in games that players had a courier in their inventory when the game ended they only won 14%. Makes sense since you need to deploy the courier to use it, anyone with it in their inventory was greifing probably.
It's also a big reason item win rates don't necessarily mean much because the timing of items matters a lot, you might sell an early game item and not have it at the end etc.

Your stats must be wrong. Apparently the win rate if you buy a courier as an item reduces your win rate to just over 14%. Click on the link below, and sort it by win rate so that the worst win rate is at the top. Third item down is a courier at 14.27%.
