I wouldn't mind if the game sent good players at me when I am on a win streak to end it, that would be beneficial. But I really think you're right, to balance win rates, the game won't put you against better players, it will put players that have a history of doing things that make the game un-winnable on your team (multiple reports of feeding, high abandon rate, afk long periods, being peruvian)
