when i look at some of the tasks in local programming competitions for hs students, i have no idea about what's going on even in the easiest of them

From what i use Pascal (delphi), it works by events, it doesnt need to be linear, since the code will only be activated when a event is activated.
If you want to learn more start to play with Pascal.
Put loops, declarations, ifs, and test if it is working using the famous ("Hello World!!")

Programming is quite the complicated matter, now i am learning how to make a OS, and man that shit is crazy, there are thing that i never new that pc did, and he does.
If you are making a interface using pascal, try to do a calculator on your free time, dont be afraid to look online, on college they wont teach you everithing about programming only the basic, the rest you learn over the internet.

Private, and Government schemes. Of those there are two types as well. Tuition fee loan, and cost of living loan.
