As Juggernaut already casted his spell before you echo shelled yourself, he is now technically "slashing" you, not "casting a spell" on you anymore, therefore will not get you to slash him back.
One more thing is even if he uses item like Diffusal Blade and Dagon on you while slashing you, since Juggernaut is hidden during the slashes, he will not be affected by the reflecting.
I think if it worked like linkens it would get a ton more run.
Other then that I rarely get it unless late game as support strictly to spam on carry.
The reflect might not be very useful, but the dispel is always good.

I've recently been trying this item and despite of its serious effectiveness and worth the slot and gold, the buff it provides it's very awesome as it makes you a 6 seconds mirror. Just discovered that it can reflect omnilash leaving you unharmed, and my doubt is if you can do the same when the omnislash started already. Also, what other good spells can you reflect?
