the /comments page does exist, it just only handles post requests. the only time /comments is shown in the browser is if you post a comment that gets rejected, like if there's a bbcode error. i'm not sure why the initial post failed. that might have been a problem on the site. it also might have just been that your reception dropped while it was trying to send your comment. that may or may not be a bug on our end; can't tell based on your description alone.
the rest sounds like your browser handled the failure incorrectly. normally if you try to refresh after a post, a browser will ask you if you want to re-send your post. it sounds like when you hit refresh your phone threw away the data you were trying to send and issued a get request instead; even if the /comments page did exist for get requests, your phone had already thrown out the comment, so that's unfixable.
does it happen every time you try to post from your phone or just sometimes?

I really wish this wasn't the case. It's super frustrating. Since we don't serve ads to plus users, https works (should work, that is) everywhere for plus users.

the web platform parts of steam doesn't really have the best security record. there are a bunch of steam url exploits out there that are really worrying. you almost never want to click a steam:// url, unless it's clearly to a path you recognize, like a game or user profile.
