There's no tweak that will make Q9650 and HD4890 run dota at 119 fps.
he just wants people to remember his "boosted" blue stars.

Alright boys I think i've discovered something huge today. I fiddled around with some drivers and dota 2 and found out how to make a massive performance boost.
So far I've tested the method on a couple of systems and the results were rather impressive.
QX9650 @ 3ghz
8GB DDR 2 RAM
HD 4890 XXX Black Edition.
Stable 120FPS, even with WTF skillspam from invo and teamfights in livetab. Literally doesn't go under 119. Settings all ultra, AA off, 1080p
6700HQ
16GB DDR 4 RAM
GTX 1080
Stable 240FPS, even in WTF mode skillspam invo and teamfights in livetab, doesn't go under 239., Settings All ultra, AA off, 1080p
i5 - 2410M
6GB DDR 3
HD 6770M
55-70FPS, only in WTF and some massive eamfights the FPS do drop to 55ish, so far55min aboslute minimum, standard FPS is 75 stable (locked it there), small skirmishes small drops into high 60s, huge teamfights into high 50s Settings 1080p, Animated potrait, High quality water on, textures max, shadow medium, render 100%, Effects medium, rest turned off.
I'm going to reearch a bit more into this and once I've completed I'll probably share it with you guys.
