And yup, no io = proof that arcana was rigged.

IO was so successful that it was highly suspicious that he lost by a few million when he had a HUGE lead in the semi-finals. I'm talking like a 5m lead.

everyone is clearly missing the possibility that io did win but they couldn't figure out how the hell to make an Io arcana so they came out and said jugg was the winner to give them time to figure out what they were going to do. Since Io isn't in the vote it means an Io arcana is either finished or in the works.

Io was as popular as he was because his design was so careless, so who's in second place for the laziest design?

It is obvious that despite IO winning the vote (not for the love of the hero but for the memes) they decided to make the arcana for juggernaut for the sales. IO is the lowest winrate hero in the game because it requires tremendous skill and teamwork.
That does not mean they could have been honest and made a set for the poor lad. Its not impossible.
