Pick viper she can win most lane against medusa, or someone who can avoid mystic snakes like sniper, but since Dusa is one of the stronger 1v1 heroes, it's gonna be hard to find anyone who can surely win against her.
it is rather gamestomping when your ultra-late powercarry can win 1v1 against almost any offlaner and they your both supports shit on the enemy mid/safelane.

lina is not bad, veno is okay (though you need to dodge the snakes) and ta can also do very fine

thing is u dont rlly need to win midlane against dusa if ur a counter like invoker, u just lose/draw lane and then farm till midgame then shit on her
lanaya, outworld, rubick will outlane medusa 1v1, but in the late game only outworld destroyer is most effective.
for offlaners nyx is probably the best counter, but you might be better off just running a 4 nyx.
DECISIVELY WIN
Medusa literally has to abandon the lane, not to die under her team's T2.
If this isn't decisive, then I don't know what decisive is.
puck must work, i mean you just phase shift when she throws snake and maybe throw orb back at her
@Stentorian Razor doesn't unless you are playing mid vs a sf who knows how to play. Although most sf's go magic build now which is countered hard by BKB
