there was a time where alch was in almost every freaking game, same with magnus.

Alch is still usable somewhat, so is Magnus. They're just more balanced now, and no longer the first phase picks that they used to be, so you won't see them as often as before.
Nvm after thinking abt it, Alch took a pretty big nerf to his ult regen, because of the new formula introduced in 7.07. And offlane has returned to the tank initiator position it used to be because of the offlane nerfs(moved equlibrium closer to safelane tower, removed PMS and Talon), so offlane Mag struggles. And he also has difficulties in mid because it's predominantly ranged mids right now.
Tldr, they're on the weaker side of "balanced",so they aren't given as much attention anymore
mag is hard to pull off. empower got nerfed hard, rp doesn't do damage, and shockwave's animation is lousy.
alch takes time to come online, and by the time he does, the enemy hc beats him (AM etc).
Magnus is still viable depends on the draft, but generally Magnus < Tide in laning phase and tide has better talents
