Most of their "smurfs" still end up back in Immortal after a week. There's not much difference between a Rank 1 Immortal and a Rank 200 "smurf" account.

The definition of smurfing is pretty broad, but generally it's a higher skilled player in a lower bracket, usually on a second account.
I think Valve means to target the smurfs who intentionally throw games to keep their MMR low?

Rizpol, one of the most popular dota 2 channel, and AmiralBulldog, one of the most followed dota 2 streamer, create their contents almost entirely on smurfing ( albeit doing silly stuffs that go un punished in brackets lower than their actual skills).

Need more clarification on Valve part here? How will they go about enforcing their rules? People having alt accounts is something that's acceptable accross games. However games like LOL actually punishs high mmr acc/pros for smurfing, I think Valve should do the same. After all the top 5% player are the ones whom quality ranked games mean the most to them
