The quick answer is that only items that you click somewhere to use are affected, items that have a cast range.

Mekansm doesn't have a cast range and instead has an ability radius. It does not have a target or area to click on.

Cast range does not increase AOE effects... Auras and items you just click and they activate. Like Pipe for example or Mek etc. But it does increase cast range for Dagon and eBlade, sheep stick etc. It would have ridiculous effects on aoe effects actual areas.
